Europe is updating the way it monitors respiratory viruses, with a new framework designed to detect changes in circulation sooner and make national data easier to compare.
The European Centre for Disease Prevention and Control published new guidance on 20 July 2026 covering routine surveillance across the EU and European Economic Area. It brings influenza, COVID-19 and respiratory syncytial virus into a more integrated monitoring approach.

Why Earlier Detection Matters

Respiratory virus activity can change quickly. A rise in infections, hospitalisations or the appearance of a new variant may require public-health authorities to adjust recommendations, testing strategies or healthcare preparedness.
The new framework is intended to give countries a clearer picture of those changes by defining common surveillance objectives and describing the epidemiological and laboratory systems needed to meet them.
Comparable information across countries should also make it easier to identify regional patterns rather than looking at each national system in isolation.

Several Viruses, One Framework

Instead of treating influenza, SARS-CoV-2 and RSV as completely separate surveillance challenges, ECDC is moving toward integrated respiratory monitoring.
The guidance focuses on routine collection of information that can show how widely viruses are circulating, which groups are being affected and how severe respiratory illness is becoming.
Europe already uses the European Respiratory Virus Surveillance Summary to provide weekly information on influenza, RSV and SARS-CoV-2.
The new framework is designed to strengthen the systems behind this wider overview.

Countries Can Adapt the System

ECDC is not proposing one identical surveillance structure for every country.
Health systems, laboratory capacity and existing monitoring networks differ considerably across Europe. The framework therefore establishes common goals while allowing national authorities to adapt methods to local circumstances.
That flexibility is important because a system that works in one country may not be realistic or efficient in another.

More Modules Are Coming

The guidance has deliberately been designed as a modular system rather than a fixed document.
ECDC says additional sections will be published as they are completed. Two modules planned for later in 2026 will address how countries can determine an appropriate scale for epidemiological and genomic surveillance and how thresholds in surveillance data can be used.
Future editions may also examine newer approaches such as wastewater monitoring and the use of electronic health records.
These tools could complement traditional testing and clinical reporting by providing additional signals about changes in virus activity.

Better Data, Faster Decisions

The purpose of respiratory surveillance is not simply to count infections.
Public-health authorities need reliable information to assess whether disease activity is increasing, whether particular groups are being affected more severely and whether prevention measures need to change.
A shared European framework can also improve preparedness by making trends easier to compare across borders.

A More Flexible System

The new guidance reflects lessons from recent respiratory outbreaks: surveillance systems need to remain useful even as individual viruses, testing practices and available technologies change.
By combining common European objectives with flexibility at national level, ECDC hopes to give health authorities earlier warning of respiratory threats and stronger evidence for deciding when action is needed.
